EPA TSCA Inventory Update Reporting Final Rule (12/28/2005)
This message contains a copy of the final TSCA inventory update reporting (IUR) rule published at 70 Fed. Reg. 75059.  Among other things, the final rule confirms that the 2006 IUR submission period remains August 25 to December 23, 2006.   The final rule also adopts EPA's proposal to change the reporting cycle from four years to five years (i.e., after 2006, the next IUR submission period will occur in 2011).  Both of these decisions were supported in comments submitted earlier this year by USWAG.
"The IUR regulation requires manufacturers of several thousand large volume chemicals on the TSCA Chemical Substances Inventory to report data on the manufacture, processing, and use of the chemicals.  The next data submission period, when submitters will report data on manufacturing, processing, and use of certain chemical substances, will be from August 25th to December 23rd, 2006.  In addition, the rule changes the reporting cycle from every four to every five years, establishes future submission periods to be from June 1st to September 30th, clarifies requirements for “low current interest” partial exemption petitions and amends one of the considerations for listing chemicals on the partial exemption, clarifies requirements and adds chemicals to the petroleum process streams partial exemption, amends the list of commercial and consumer product use categories, separates reporting of manufacture and import volume, limits the requirements to report processing and use information to domestic activities only, and clarifies the polymer exemption definition."
