APPA, the National Action Plan for Energy Efficiency, the Department of Energy Industrial Technologies Program and the Western Area Power Administration co-hosted a series of Webinars to assist smaller utilities in increasing investment in energy efficiency through developing and implementing effective energy efficiency programs, innovative rate designs and credible evaluation, measurement and verification of the program benefits.

The National Action Plan for Energy Efficiency is a private-public initiative begun in the fall of 2005 to create a sustainable, aggressive national commitment to energy efficiency through the collaborative efforts of gas and electric utilities, utility regulators, and other partner organizations. The National Action Plan has a variety of guides, an energy efficiency resource database and other resources to assist utilities in their energy efficiency efforts.
The Industrial Technologies Program of the Department of Energy works with U.S. industry to improve industrial energy efficiency and environmental performance. The program invests in high-risk, high-value R&D to reduce industrial energy use while stimulating productivity and growth.
